PPP Projects Exceed NT$150 Billion in 2024, Setting a New Milestone!


Thanks to the collective efforts of various agencies, 131 PPP project contracts were signed last year (2024), amounting to NT$158.8 billion. In particular, 75 were implemented according to the Act for Promotion of Private Participation in Infrastructure Projects, with a total amount of investment NT$49.4 billion, while 56 projects were carried out under other laws and regulations, with a total amount of investment NT$109.4 billion.

According to the statistics of the Ministry of Finance, the top three central government agencies in terms of attracting private investment via PPP projects in 2024 are the Veterans Affairs Council, the Ministry of Economic Affairs, and the Ministry of Transportation and Communications. While Chiayi City Government, Taipei City Government, and Kaohsiung City Government were the top three local governments for PPP investment promotion. Among the PPP projects signed, the “Yilan Zan Veterans Cultural & Tourism Recreation BOT project ranked first with an investment of NT$14.3 billion, followed by The BOO project of large-scale logistics center in Dayuan District of Taoyuan Aerotropolis, Taoyuan City, with NT$11.5 billion. There were a variety range of public infrastructure categories of the signed PPP projects, including environmental pollution prevention facilities (the NT$7.0 billion of  The Green Energy Sustainable Circulation Center BOT Project in Chiayi City), health, welfare and medical facilities (the NT$800 million of The ROT + BOT project for the Long-term Care Living District in Gushan District, Kaohsiung City), agricultural and resource recycling and reuse facilities (the NT$35 million of the Tainan Jiangjun Intelligent Aquatic Product Processing & Logistics Center OT project), and digital infrastructure (the NT$400 million of the Taichung Pop Music & Video Center OT project).

As for PPP projects signed under other laws and regulations, the Kaohsiung City Zuoying High-Speed Rail “Technology Heart” Third Commercial Zone A & B Land Government-Led Urban Renewal Project boasted the highest investment amount of NT$15.4 billion, followed by Tainan City’s Beiqu Yanping Section “Jiuliu New Village” Military Housing Urban Renewal Project, with NT$11.3 billion.

To commend the public agencies for their proactive promotion of private participation in public infrastructure, the Ministry of Finance plans to present awards at the upcoming Investment Promotion Conference on July 4, 2025. All are welcome to attend and join in celebrating these achievements!
