2024 International Tax Academy concluded successfully, fruitful results of cultivating international tax talents


The 2024 International Taxation Academy was held by the Training Institute, Ministry of Finance. After two weeks of intensive study and experience exchange, the closing ceremony was held on the morning of August 30. Minister Chuang, Tsui-Yun awarded the completion certificates and delivered a speech of encouragement.
The minister first congratulated all the participants on their successful graduation. She said it was very rare and precious that the students overcame difficulties to participate in this course among their busy schedules, and learned new knowledge about international fiscal and taxation together with officials from friendly countries. The Minister also expressed that the Ministry of Finance is very supportive of international training. Using this training course to cultivate international fiscal talents and achieve international exchange purposes is Taiwan’s concrete contribution to the international community. In addition to professional learning, visits and activities were also arranged in the course. Those allowed foreign participants to understand Taiwan’s culture and life and have wonderful memories.
This year's course focused on two major themes: "Economic and Fiscal Challenges in the Fast-Changing World," and "Tax treaties-theory and case studies." These courses were presented respectively by Professor Edward Wei-te Hsieh, Professor Emeritus of Economics at California State University, Los Angeles, and Professor Kees van Raad, Chairman of the Leiden International Tax Center in the Netherlands, former Professor of International Tax Law at the University of Leiden, and of counsel to Loyens & Loeff.
Participants included fiscal officials from seven countries, including Estonia, Lithuania, Malaysia, Palau, St. Lucia, St. Vincent and the Grenadines, and Turkey, invited by the Ministry of Foreign Affairs, as well as 55 tax colleagues from the Ministry of Finance and affiliated agencies of Taiwan. In addition, in order to cultivate young Taiwanese tax talents from scratch, four domestic university students participated for the first time this year. Through solid theoretical explanations and case studies, mutual confirmation and experience exchange, the trainees generally expressed that they gained a lot.
The distinguished guests at the closing ceremony included the Ambassador & Dean of Diplomatic Corps of St. Vincent and the Grenadines, the Ambassador of St. Lucia, representatives of both the Lithuanian Trade Representative Office and the Malaysian Friendship and Trade Center, as well as our the First Secretary on Home Assignment of the Ministry of Foreign Affairs, the Chair of the Department of Finance, National Taipei University. The Director General of the Department of International Fiscal Affairs, Ministry of Finance also attended the ceremony, which was simple and warm.
Since the International Tax Academy was launched in 1984, 286 foreign fiscal officials from 64 countries and 1,423 Taiwan tax officials have participated in it. This Academy has improved the professional and English skills of Taiwan’s international tax officials, provided tax officials from friendly countries with opportunities for mutual discussion and experience exchange, effectively promoted tax diplomacy, fostered Taiwan's fiscal and taxation students, and deepened the cultivation of our international tax talents.
