Ministry of Finance 2022 PPP Business Opportunities Forums in areas of medicine, long-term care, and sewerage amounting to NT$ 15 billion


Medicine, long-term care, and sewerage facilities under the category of “infrastructure projects” of the Act for Promotion of Private Participation in Infrastructure Projects are infrastructures that the government predominantly emphasizes. The Ministry of Finance (MOF) organized two PPP business opportunity forums at the Training Institute, MOF on September 15th and 28th, 2022 in the hope of facilitating more matches and exchanging investment opportunities with the civil society. The purpose is to introduce private funds and building capacity into public infrastructure projects and accelerate the construction and operation of relevant facilities.

    The MOF indicated that following the success of the PPP Investment Convention on July 1st, 2022, they hosted a forum on medical and long-term care facilities on September 15th. The projects presented were “BOT Project of Long-term Care Facilities” by the Ministry of Health and Welfare (MOHW), “Smart Health Innovation Park on NCU Bade Campus BOT Project” by the Ministry of Education (MOE), and  “BOT Project of Combined Long-term Care Facility of Cianjhen Community” by the Kaohsiung City Government, totaling NT$13.3 billion. Another forum on sewerage facility was held on September 28th. The projects presented were “ROT Project of the Sewerage System of Lukang Township in the Changhua Coastal Park” and “ROT Project of the Sewerage System of Dafa and Pingtung Industrial Park” by the Industrial Bureau, the Ministry of Economic Affairs (MOEA) and “BOT+BTO Project of the Sewerage System of Kongyi, Linkou” by the New Taipei City Government,  totaling NT$1.7 billion.     The MOF further pointed  out that in order to realize the business model and key points to success from the same types of projects, they invited the New Taipei City Government and Industrial Bureau of MOEA to the PPP forum this year. The authorities-in-charge, who successfully entered into contracts, would share their experience in  “BOT & BTO Projects of Healthcare and Long-term Care Building of Ruifang District” and “ ROT Project of the Sewerage System of the Hsinchu and Dali Industrial Park,” respectively, for references of other authorities-in-charge. These forums were well received among the participants. More than 90 people from investment, financing, insurance, and consulting agencies attended it. Through the experience of successful projects and opinions given by various investors, the success rate of solicitation can be increased.
